우리나라 임산물 시장이 침체하는 가운데 FTA에 따른 시장 개방이 가속화되면서 임업 분야의 경쟁력 제고와 임가 소득 안정을 위한 과제가 매우 중요해지는 시점이다. 이에 정부에서는 임산물 산지종합유통센터 사업을 지원하고 있으며, 그에 따른 성과평가가 필요하다. 이 논문에서는 임산물 산지종합유통센터 사업을 지원받은 42개 경영체와 그 중 31개 생산자단체 및 법인을 대상으로 Simar & Wilson(2007)의 알고리즘 2에 따른 부트스트랩 방법을 이용하여 편향이 수정된 효율성을 추정하고, 그 효율성 값을 이용한 절단회귀분석 모형을 부트스트랩 방법으로 분석했다. 효율성 추정 결과, 전체 표본과 생산자단체 및 법인 모두 Simar & Wilson(2007)의 알고리즘 2에 따른 효율성 값이 일반적인 DEA보다 낮은 것으로 분석되었다. 비효율성의 원인은 전체 표본과 생산자단체 및 법인 모두 규모 측면보다는 순수기술 측면에서 비효율성 때문으로 분석되었다. 전체 표본을 대상으로 임산물 산지종합유통센터의 효율성에 영향을 미치는 요인을 분석한 결과, 조직 형태, 센터 유형, 출자금, 버섯류, 산나물류, 수도권과 호남권 변수가 통계적으로 유의한 것으로 나타났다. 생산자단체 및 법인을 대상으로 효율성에 영향을 미치는 요인을 분석한 결과, 출자금 변수와 산나물류 변수는 통계적으로 유의하지 않고, 강원권 변수는 통계적으로 유의한 것이 전체 표본 분석 결과와 다른 점으로 나타났다.
As the market opening under the FTA accelerates amid the stagnation of the forestry market in Korea, the task of enhancing competitiveness in the forestry sector and stabilizing the income of families becomes very important. Accordingly, the government is supporting the forest product processing center project, and performance evaluation is required accordingly. In this paper, 42 executives and 31 producer organizations and corporations that received support for the forest product processing center project were separated to estimate the bias corrected efficiency using the bootstrap method according to Simar and Wilson(2007)'s algorithm 2, and the truncated regression analysis model using the efficiency value was analyzed using the bootstrap method. As a result of efficiency estimation, it was analyzed that the efficiency value according to Simar and Wilson(2007)'s algorithm 2 was lower than that of the general DEA in both the entire sample and producer group and corporation. In terms of the causes of inefficiency, it was analyzed that inefficiency occurred in terms of pure technology rather than scale. As a result of analyzing the factors affecting the efficiency of the forest product processing center for all samples, it was found that the organizational form, center type, investment, mushrooms, wild vegetables, metropolitan area and Honam area variables were significant. As a result of analysis of producer organizations and corporations, it was found that the investment and wild vegetables variables were not statistically significant, and the variables in the Gangwon region were statistically significant, which was different from the results of the overall sample analysis.
