요약문

인구구조 변화, 기후변화, 농산물 수요, 재배기술, 생산요소 시장 등 농업의 대내외 여건은 농업경영체의 의사결정에 영향을 미친다. 정부는 농업정책 및 사업을 통해 농업경영체의 의사결정에 영향을 미쳐 농정 목표를 달성하고자 한다.

대내외 여건에 대응하고 농업정책과 사업을 선택하는 농업경영체의 의사결정은 경영체의 특성과 경영 역량 정도에 따라 달라진다. 따라서 대내외 환경이 농업경영체의 특성과 경영 역량에 따라 의사결정과 경영 성과에 어떻게 영향을 미치는지를 파악함으로써, 농업의 미래를 가늠해 볼 수 있으며 원하는 농업의 미래를 달성하기 위한 농업정책을 시행할 수 있다. 농업의 대내외 환경 변화에 대응하고 농정 목표 달성을 위해서 농업 경영 구조 분석을 통한 정책 방향 제시와 정책 과제 발굴이 필요함에도 여전히 이러한 노력은 다소 미흡하다.

본 연구는 농업의 대내외 환경 변화 속에서 ‘지속가능한 농업 발전’ 농정 목표를 달성하기 위한 농업 경영 구조의 전환 방향을 제시하고 이를 달성하기 위한 정책 과제를 제안하고자 수행되었다. “농업의 대내외 환경 변화에 대응하고 농정 목표 달성을 위해서 어떠한 특징들을 가진 농업 경영 구조가 필요한가?”라는 물음에 대한 답을 제시하는 것과도 관련되어 있다.

Purpose of Research
○Changes in population structure, climate, agricultural product demand, cultivation technology, and production factor markets all influence the decision-making of agricultural businesses. The government seeks to impact these decisions through agricultural policies and projects, aiming to achieve agricultural policy goals by altering agricultural business behaviors.
○Decision-making by agricultural businesses in response to these changing internal and external conditions varies according to their characteristics and management capabilities. Understanding how these conditions affect decision-making and performance can provide insight into the future of agriculture and help design policies to shape that future. However, there is still a lack of effort to analyze agricultural management structures for policy direction and task development to address these environmental changes and achieve policy goals.
○This study aims to suggest directions for transitioning agricultural management structures to achieve the goal of “sustainable agricultural development” in response to internal and external environmental changes and to propose necessary policy tasks. The purpose of this study is also related to answering the question, “What characteristics are required in agricultural management structures to respond to changing internal and external agricultural environments and achieve agricultural policy goals?”
