요약문

공익직불제 도입 등 최근의 국내 식량정책과 국제 시장 여건 변화를 반영한 식량 수급 및 식량안보 실태를 분석하고 이를 통한 식량정책의 개선 방향 제시가 필요한 시점임.

이 연구는 쌀 수급 불균형을 완화하면서도 쌀을 제외한 주요 곡물의 자급률을 높이고, 국제 곡물 수급 여건 악화에 효과적으로 대응할 수 있는 식량안보 강화방안을 도출하기 위해 추진되었음.
이를 위해 식량안보에 대한 정의와 현황 분석을 바탕으로 현재 추진 중인 주요 식량안보 정책 가운데 개선이 시급한 분야를 설정하여 해당 정책의 성과와 한계를 검토하고 개선방안을 제시하였음.

Purpose of Research
○South Korea is experiencing a surplus of rice, while the self- sufficiency rates for major grains such as wheat, corn, and soybeans are significantly low. At the same time, the international grain market is facing uncertainties due to climate change and other factors. The purpose of this study is to examine various domestic and international situations surrounding food security through quantified indicators and derive strategies to enhance food security. These strategies aim to alleviate domestic rice surplus issues while increasing self-sufficiency rates of major grains other than rice and to address international grain market fluctuations efficiently. Specifically, this study sets out to define food security, analyze the current status, identify areas in major food security policies that require urgent improvement, assess policy achievements and limitations, and propose improvement measures.
