요약문

전 세계적으로 이상고온 현상, 국지성 폭우 등 기후변화로 인한 자연재해가 늘어나면서 온실가스 배출을 줄이려는 움직임이 대두되고 있다. 국제사회는 온실가스 감축을 선언하고 참여국 확대와 의무 이행을 독려하고 있으며 탄소 국경세, 탄소 배출권 거래제 등을 통해 온실가스 배출량을 줄이고자 노력하고 있다. 우리나라는 2018년 기준 전 세계 11위, OECD 회원국 중 5위 수준의 온실가스 배출국이다. 순 배출량을 ‘0’으로 만들기 위해서는 여러 분야의 노력이 중요하다. 산림 분야는 주요 탄소흡수원으로 주목받고 있지만 국내 산림의 노령화로 탄소흡수량은 해마다 감소하고 있다. 산림은 또한 생태서비스, 목재 등 다양한 유전자원을 제공하고 있다. 향후에는 산림의 탄소흡수력 증진과 함께 산림의 다양한 혜택을 포괄적으로 누리는 산림관리 전략이 요구될 것이다.

이 연구는 산림탄소흡수력 증진과 함께 산림의 다양한 혜택의 동반효과를 누리는 기후 스마트 산림경영을 우리나라 산림관리에 도입하기 위한 방향을 모색하고 있다.

Purpose of Research
○This study aims to find a forest policy direction to achieve carbon neutrality from the perspective of climate-smart forest management that increases climate benefits by creating a synergistic effect with carbon sequestration and other forest functions.

Research Method
○The study utilized statistical data, literature review, survey, and optimization model analyses; expert articles; and research councils.

○An expert survey to select climate-smart forest (CSF) indicators was conducted, and a network analysis to link these CSF indicators with ecological indicators was performed.

○The carbon absorption effect was derived for each scenario through a quantitative analysis. The baseline scenario assumes that current management practices and harvest levels will be maintained until 2050, the target period for achieving carbon neutrality, and that the flow and use of harvested timber will be managed similarly to the last five years (2015-2021).
○Scenarios related to forest management improvement include commonly known forest operations. Typically, forest operations include logging; afforestation; silviculture; activities to prevent natural and artificial forest damages, such as disaster prevention and forest conversion control; and wood product processing using harvested wood.

○Foreign carbon neutrality response policies are investigated through expert articles and on-site business trips. The overall carbon-neutral policies of Japan and Germany were investigated through expert articles, while the in-depth investigation of the timber industry revitalization policy was conducted through on-site visits to officials in Japan.
