요약문

우리 농업의 성장 이면에는 보다 발전된, 기술이 축적･체화된 각종 농기자재의 공급이 있다. 다비성 다수확 종자의 개발과 사용, 각종 병해충으로 부터의 보호를 위한 농약의 사용, 노동대체와 정밀 농업의 수단으로서의 농기계 사용 확대 등 농업과 농자재는 매우 긴밀한 관계 속에서 발전해 왔다.

그동안 이러한 상호 연계성과 중요성에 반해 농업정책 내에서 농자재와 농자재산업에 대한 관심은 적었다. 농업을 뒤에서 지지하는 외생적인 변수 정도로 받아들였기 때문이다. 사실 지금도 이러한 경향이 적지 않다.

하지만 정부를 중심으로 농자재와 산업의 발전이 중요하다는 점을 인식하기 시작했다. 농림축산식품부 내에 농자재 총괄부서를 만드는 것은 이러한 중요성에 대한 인정의 결과로 보고 있다.

외부적인 상황과 무관하게 우리 연구원에서는 농자재와 산업의 중요성을 인지하고 관련된 연구를 꾸준히 추진해 왔다. 금번에는 3년에 걸쳐 중요한 농자재산업에 대한 종합적인 연구를 수행했다. 총 11권의 연구보고서를 포함하여 3년 동안 25권의 보고서와 자료집이 생산되었다. 모든 농자재가 포함되지는 않았지만 중요한 자재에 대한 연구가 이뤄졌다.

Agricultural materials are closely related to agriculture. Agricultural growth has been supported mostly by modernized agricultural materials. Agricultural materials contribute significantly to enhancing agricultural productivity. If supplying agricultural materials has a setback, agriculture is given a great blow besides the effect of inducing production of agricultural materials. For example, a setback of 100 million won in fertilizer supply can result in reducing agricultural production of 93 million won, contributing to reduced production of 330 million won in the national economy.
The importance of the agricultural material industry in agricultural development has been highlighted. However, more studies and political interest are required for the industry. Recently, the Ministry of Agriculture, Food and Rural Affairs recognizes the importance of agricultural materials and the industry, and is installing related teams. This is a quite inspiring political decision.
Future-oriented studies have been conducted for agricultural materials and the industry for 3 years, which did not draw attention before. This study aims to establish a strategy for developing the industry including the structure between the agricultural material industry and the agricultural sector, the current agricultural material industry, distribution and consumption.

○ Development Strategy for Upgrading of the Seed Industry
○ A study on the Development Strategies for Seed and Seeding Industry to Revitalize Forestry Business

Year 3 (2014)
○ Development Directions for Backward Linkage Industries in Agriculture, Forestry and Fisheries
○ Development Strategy for the Artificial Substrate Industry
○ Development Strategy for the Byproduct Fertilizer Industry


This report is for summarizing studies for the last 3 years. Therefore, it is an integrated conclusion of each report.
The projects conducted in each year have been reported in 11 books, and collected research data from the process of studies are included in 14 books. The 3-year research resulted in 25 report and data books.
