Abstract
The urgent issues in designing a new agricultural policy regime
under the WTO system are 1) how much do farmers get their income losses from the
extra agricultural trade liberalization, and 2) What are new policy directions
to efficiently utilize agricultural budget. The policy issues which should be
carefully reviewed to develop an effective agricultural policy regime are 1) the
double views of policy makers on total amount of agricultural budget, 2) the
rapid increase in the fixed expenditure items of agricultural budget, 3) the
efficient mechanism for agricultural expenditure, 4) the consensus for the
agricultural budget, and 5) the innovation of the agricultural policy
system.
