요약문

1. 사업목적
동북아농정연구포럼(FANEA)은 한국농촌경제연구원이 중국 농업과학원 농업경제연구소(IAE/CAAS) 및 일본 농림수산정책연구소(PRIMAFF)와 더불어 농업, 농촌정책 관련 정보 및 자료의 교류와 학술활동 촉진을 목적으로 2003년 10월에 창립된 포럼이다. 2005년도 동북아농정연구포럼 운영사업은 국제심포지엄 개최와 관련된 활동과 한·중·일 3국 연구기관 사이의 공동 연구, 초청세미나, 홈페이지 운영 등을 포함한다.
2. 사업 내용 및 결과
동북아농정연구포럼(FANEA)은 국제심포지엄의 세부계획을 협의하고 공동 연구 및 기타 협력사항에 관해 논의하기 위한 「FANEA 공동사업 추진협의회(정기 기관장회의)」를 2005년 4월 29일 한국농촌경제연구원에서 개최하였다. 한·중·일 3개 기관의 기관장들은 이 자리에서 제3회 FANEA 국제심포지엄 개최 일시, 장소 및 주제를 확정하고, 3개 기관 간 공동 연구 프로그램과 연구인력 교류에 합의하였다.
제3회 FANEA 국제심포지엄은 2005년 10월 25일부터 26일까지 일본 동경에서 “세계화와 동북아 지역의 지속 가능한 농업발전”이라는 주제로 성공적으로 개최되었다. 일본 PRIMAFF 주최로 개최된 이번 심포지엄에서는 “동북아 경제성장과 사회문제”, “동북아 농촌개발과 불균형문제”, “동북아 농업의 다원적 기능과 농촌 환경”과 같은 소주제로 총 15편의 논문들이 발표되었다.
FANEA의 공동 연구 사업으로 KREI와 중국 농업부 농촌경제연구중심이 “한·중·일 FTA 체결에 대응한 역내 농업협력 증대 방안”이라는 주제의 연구를 수행하였다. 또한 동북아 역내 농산물 무역과 정책분석 D/B 구축 및 모델링 연구에 대해서는 2005년 10월 별도의 3국 연구진 회의를 통해 문제점과 향후 개선 방안에 대해 논의하였다.
초청세미나는 “중국 경제의 부상과 한반도에 대한 영향”과 “중국의 농산물 국제교역과 경쟁력”을 주제로 두 차례 개최되었다. 또한 2005년 9월에는 “동북아 쌀산업의 현재와 미래”라는 주제로 「동북아농업농촌발전 국제심포지엄」을 개최하여 쌀 시장 개방 과정에서 생산 및 유통, 가공 등의 분야에 이르기까지의 현상과 문제, 그리고 향후 전망 등을 파악하고 대응 방안 마련을 위한 연구 결과가 발표되었다.

The Forum for Agricultural Policy Research in Northeast Asia(FANEA) was established by Korea Rural Economic Institute(KREI), Chinese Academy of Agricultural Sciences(CAAS) and the Policy Research Institute under the Ministry of Agriculture, Forestry and Fisheries of Japan(PRIMAFF) in Oct 2003. This forum was aimed to establish a collaborative relationship in agricultural research and related aspects across Korea, China and Japan, including a joint commitment to foster mutually beneficial research and development in the Northeast Asian countries.
The activities for FANEA in 2005 are mainly consisted of international symposium, joint studies, invitation seminars, management of homepage, and other related activities. Director General/President Meeting of FANEA was held on April 29, 2005 to discuss the detailed plan for FANEA 3rd International Symposium, joint research projects and other cooperative programs. In this meeting, theme, time and venue of the 3rd FANEA International Symposium and other matters such as joint research and exchange of researchers were discussed and determined.
The 3rd FANEA International Symposium under the theme of "Global Economy and Sustainable Development of Agriculture in North East Asia" was held from Oct 25 through 26 in Tokyo, Japan. In this symposium, hosted by PRIMAFF, 15 papers dealing with three subordinate themes such as 'Economic Growth and Social Problems in NEA', 'Rural Development and Disparity Problems in NEA', and 'Multifunctionality of Agriculture and Rural Environment in NEA' were presented and debated by participants from three countries.
Since 2003, FANEA International Symposium has been annually held in Korea, China and Japan in turn. Until this year, 35 papers were presented in the Symposium. The Forum have been performed a critical role in enhancing mutual understanding on regional agricultural issues by the cooperation among IAE/CAAS, PRIMAFF, and KREI.
As a joint research project, FANEA performed a joint study on “Plan for boosting agricultural cooperation after the FTA among Korea, China and Japan” with Research Center for Rural Economics, Ministry of Agricultural P.R. China. For cooperative research on “D/B and Modeling of Agricultural Trade and Policy Analysis in Northeast Asian Agriculture” the researchers involved from three institutes discussed problems and solutions through experts meeting held in Oct, Japan.
Besides, FANEA have hosted two invitation seminars with titles “China's Economic Rise and Impacts on Korean Peninsula” and “China's agricultural trade and competitiveness.” It also held an International Symposium on Agricultural and Rural Development in Northeast Asia under the theme of ?Now and future of Rice industry in North east Asia?. In this symposium, attendees discussed the problems and prospects in the filed of production, marketing and processing of rice in the course of opening of rice market.
