Background of Research
Currently, in the forest field, in addition to traditional management policies such as afforestation, logging, and protection, the importance of management policies is increasing along with carbon neutrality due to climate change, and the pursuit of modernization, expansion, and sustainability is being carried out simultaneously for various purposes. In this context, the staff in charge of afforestation, logging, and forest protection are all doing their best to fulfill their respective forest policies. However, in the field, these individual policies often conflict with each other. This is not a problem of individual policy makers, but rather a lack of coordination at a higher level. The Forest Service recognized this need for a change in the forest management paradigm and integration as early as the 1990s and made great efforts to institutionalize it for about 20 years, from the time the concept was presented in the Fourth Forest Plan (1998-2007) to the time it was dropped in the Sixth Forest Plan (2018-2037).
