Purpose of Research
○In order to realize effective forest policy, not only vertical cooperative relationships between the central government, local governments, and the private sector but also horizontal cooperative relationships between other ministries, public institutions, civil society organizations, etc., need to be established smoothly. However, the current forest policy governance must improve vertical and horizontal linkages.

○The purpose of this study is to present the challenges of formulating forest policy from a multi-level governance perspective. By diagnosing the current level of forest policy governance, we sought to identify the conditions for shifting to multi-level governance. Specifically, we aimed to identify policy challenges to expand stakeholder participation and strengthen stakeholder relationships to enhance forest sustainability.
