How to Activate Youth Employment in Agri-Industrial Sector

The purpose of this research was to develop measures for activating youth employment in the agri-industrial sector. The specific research objectives are as follows: to investigate theories and policies related to youth employment, to analyze the current status of employment in the agri-industrial sector and provide future perspectives, to analyze demand and supply of human resources in agri-industry, and to suggest the measures for activating youth employment in the agri-industrial sector.
For the purpose, this study carried out literature review on employment theories, especially Transitional Labor Market (TLM) theory, and the policies and acts for youth employment promotion. Using input-output tables of the Bank of Korea, the current economic and employment capacity and 2021 and 2026 outlook in the agri-industry sector were estimated. Surveys on employers and employees in agri-industry, agricultural school (high school and college) teachers (professors) and students were conducted to identify the employment and school-industry cooperative education problems and needs with case studies and expert interviews.
Based on the results, this study suggested three basic orientations for the measures to activate youth employment in the agri-industrial sector: to establish an agri-industry employment policy system to enhance the quality of agri-industry employment and to consolidate cooperative education between agri-industry and agricultural school. The specific tasks for the agri-industry employment policy system include establishing a new agri-industrial employment division; reinforcing agri-industry employment statistics and job information service; local governance for agri-industry employment; and employment information service and training by agri-industry sector association. The tasks to enhance the quality of agri-industry employment include securing the minimum wage of workers and improving the welfare system. The tasks to consolidate cooperative education between agri-industry and agricultural school include cooperative education led by agri-industry not by agricultural school, reinforcement of employment service personnel of agricultural high school, innovating the total cooperative education system of agricultural college, and launching agri-industry basic education and apprenticeship programs for the youth generation.
