A Study on the Health Insurance and National Pension Benefit of Farmers and Fishermen and Policy Improvement Measures

The purpose of this study is 1) to investigate the current situation and problems of the health insurance and national pension benefit of farmers and fishermen, 2) to identify the current conditions and problems of related policies, and 3) to suggest policy tasks to improve the blind spot of the health insurance and national pension of farmers and fishermen.
Research methods include collection of existing related data, field survey, mail survey, analysis of foreign cases, re-analysis of previous panel data, and so on. Existing related data were collected from the related research institutes and governmental organizations. The field survey was conducted among 400 farmers and fishermen. The mail survey was conducted among 215 field monitors of Korea Rural Economic Institute. Descriptive statistics such as frequencies, percentage were used to organize and summarize the data.
In the aspect of requirement, major policy tasks to improve the blind spot of the health insurance of farmers and fishermen are as follows: 1) reinforcement of education and training for farmers and fishermen on the health insurance, and 2) application of payment notice. In the aspect of allowance, major policy tasks to improve the blind spot of the health insurance of farmers and fishermen are as follows: 1) partial support of the health insurance payments for low income farmers and fishermen, and 2) reinforcement of protective medical service.
In the aspect of subscription, major policy tasks to improve the blind spot of the national pension of farmers and fishermen are as follows: 1) reinforcement of education and training for farmers and fishermen on the national pension, 2) application of payment notice, and 3) reinforcement of credit system.
In the aspect of benefit, major policy tasks to improve the blind spot of the national pension of farmers and fishermen are as follows: 1) the improvement of pension amount, and 2) improvement of farmland pension.
