Environment and Role Changes in Primary Cooperatives and Reform Direction of Primary Cooperatives' System in Korea

Recently it has been required that primary cooperatives should be reform the business organization by changes in the rural society, heterogeneity of cooperative members, especially reforming the business organization of NACF.
The purpose of this study is to reassign roles of primary cooperatives by changes in agriculture and rural area, and establish strategies for reforming business organization of primary cooperatives.
In order to accomplish the purpose of the study, we do the followings. First, review the circumstantial changes around the cooperative business and point out problems on business structure of primary cooperatives. Second, analyze economies of scale in order to set optimal scale of consolidation using cooperative data and then check whether current business scale is optimal or not. Third, establish developing strategies of the marketing firms in common of the primary cooperatives for expanding business scale, and then design relationship between primary cooperatives and other cooperatives like marketing firms in common. Finally, suggest system and policy issues for promoting reforming business organization.
