Evaluation of Rural Development Policy and New Direction

This study aims to review the changes which are taken place in the area of rural development policy during the past decade. We analyzed extensive census data and literatures, which provide us with insights about the context that the government could not help innovating the rural development policy. To evaluate the result of that policy change and to draw some direction for future rural development policy, some experts participated in a policy delphi which we arranged for this study.
Policy changes in the past decade can be summarized as followings. First, the domain of rural development policy was broadened very much. Second, the bottom-up approach was diffused widely and applied to almost every rural development projects. Third, bidding system was introduced in the central government's support measures so that competitions for the supports was tough between many local governments. Fourth, policy management system has been decentralized. Fifth, local governance was emphasized as very important factors for the outcome of rural development policy. Lastly, capacity building in rural community was regarded as essential process in rural development projects.
Every experts who participated in the policy delphi agreed that those changes were necessary and that some of those changes were not realized sufficiently in the field of rural development such as bottom-up approach, local governance and capacity building. Therefore, those objectives should be continued in the future.
