How to Build Capacity of Rural Social Enterprises

The purpose of this study was to develop measures to build capacity of rural social enterprises. For the purpose, this study reviewed related theoretical researches, capacity building policies and efforts, and social economy in Europe. This study also investigated the current status of capacity and the capacity building needs of rural social enterprises based on a survey of 258 social enterprises including 107 accredited social enterprises, 59 pre-accredited social enterprises, and 71 self-reliance communities jahawlgongdongche, and case studies of rural social enterprises.
As the results, this study suggested basic direction for capacity building and several measures to facilitate capacity building of rural social enterprises. Capacity building policy and efforts should be oriented to consider relatively weakness of rural social enterprises for the shortage of social resources in rural area and capacity building opportunities such as education and consulting services compared to urban social enterprises. According to the direction, the study developed the following four measures to activate capacity building of rural social enterprises: ⓛ developing basic model for capacity assessment and capacity building of rural social enterprises; ② fostering future rural social enterpreneurs and supporting them to develop; ③ promoting rural self-reliance center jiyokjahwalcenter as local capacity building supporting agency for rural social enterprises; and ④ setting up vertical cooperating system among central, regional and local government and private sectors.
