A Study on Guiding System to Check Government Policies' Impact on Rural Area

The objectives of this research are to identify the required conditions for introducing Rural Impact Assesment system in Korea, to develop actual measures for operating the system, and to propose the strategy for activating RIA.
Based on the review of Rural Proofing in England and Gender Impact Assessment in Korea, we found some requisites for introducing RIA as followings. Firstly, government should build a powerful operation system. Secondly, it is necessary to make some actual measures by which policy makers can use to assess their own policies' impact for rural area.
To develop the protocol of RIA checklist and manual, we analyzed some policies on the rural-sensitive perspectives. Based on the analysis, we made the protocol of RIA checklist and manual which include the seven questions for policy makers to consider whether their policy is likely to encounter the challenges presented by rural circumstances.
