A Study on the Support System for Improving the Health and Safety of Farmers and Fishermen

The purpose of this study is 1) to investigate the current situation and problems of the health and safety of farmers and fishermen, 2) to identify the current conditions and problems of related policies, and 3) to suggest the support system for improving the health and safety of farmers and fishermen.
Research methods include collection of existing related data, re-analysis of previous field survey data, analysis of foreign cases, interview, and so on. Existing related data were collected from the related research institutes and governmental organizations. The re-analysis of previous field survey data on 27,586 farmers and fishermen were conducted. Descriptive statistics such as frequencies, percentage were used to organize and summarize the data.
Major policy tasks which Ministry for Food, Agriculture, Forestry and Fisheries must lead are: 1) introduction of special health checkup system for farmers and fishermen, 2) improvement of disaster guarantee system for farmers and fishermen, and 3) reinforcement of research on the health and safety of farmers and fishermen.
Major policy tasks which Ministry of Health and Welfare must lead are: 1) re-adjustment of roles and functions of public hygienic medical institutions, 2) improvement of rural medical emergency system, 3) construction of regular resident health control system, 4) reduction of medical cost of the rural vulnerable class, and 5) supply and treatment improvement of the medical manpower.
Major policy tasks which various governmental departments must drive together are: 1) improvement of the related laws and basic plans, and 2) improvement of regional hygienic medical treatment plans and connection reinforcement with the related basic plans.
