Municipal Statute on Small-Scale Food Processing by Farmers

The purpose of this study is to examine the requirements that are needed to be covered in a municipal statute designed to foster small food-processing businesses of farmers. To do this, we examined the current infrastructure and management by farmers for the manufacture of fermented condiments, rice cakes and fruit juices that are currently sold in the market. We proposed a sample statute with contents that need to be covered in the statute. The main contents of our research are as follows.
First, we looked into some of the workplaces for processing the mentioned items and found that they are not spacious enough. The workplaces are difficult to divide into several areas with different functions, such as pre-entrance space and rooms for storing, processing, and packaging. Especially since most of the workplaces do not have pre-entrance space, it is necessary to set up hygiene standards to address basic hygiene issues such as washing hands and cleaning workwear.
Second, we examined some examples of administrative support, like fostering of professional workforce, by some local governments such as Mungyeong City, that have established a systemic support system for small-scale farmers to raise the utilization of local resources by means of processing their specialty crops as raw materials.
Third, local governments are responsible for supporting non-farm income earning activities as stipulated by related laws, and accordingly they are also responsible for making rules related to the activities of farmers processing and selling food. Therefore, we have proposed the following four components as the basic pillars of the drafted sproposed tsmall-scale ffourprocessing businesses of farm households: ①arm housponsibility to support small-scale ffourprocessing by farm households, ②rprovision of guidance on the management of small-scale ffourprocessing facilities of farmers, ③ safety management to secure consumer confidence, and ④ partile ftion of local residents for the promotion of food processing of local agricultural crops.
