Strategies to Stimulate the Rural Economy under the National Mega-Regionalization Trend

The purpose of this study is to investigate the current mega-regionalization of economy and lifestyle in rural areas and to suggest strategies for stimulating the rural economy. To highlight policy implications, this study especially analyzes the impacts on rural areas due to mega-regionalization and provides various examples that have been able to vitalize the areas.
‘Mega-regionalization’ means the expansion of geographic mobility in population and commodity/service. Mega-cities diversely affect residents of neighboring communities. Moreover, individuals change their lifestyle as well as place of residence. In South Korea, the outcome of mega-regionalization is most prominent in mid-size cities in terms of mobility of people, but there are also several active suburbs in metropolitan areas.
In this study, we selected three cities to conduct a case study and investigate the impact of mega-regionalization on rural areas in detail. All three cities showed different results in population dynamics and lifestyle. Many examples where the vitalization of rural areas is shown are introduced to obtain policy implications in accordance with the case study of three selected cities.
This study shows several policy implications. First, inter-partnership among neighboring rural areas should increase for efficiency. Second, better welfare service should be introduced to prevent income outflow as the number of residents decreases. Third, a specialized policy should be applied considering demographic and geographical characteristics. Finally, the policy should support local groups for consistent development and vitalization of rural areas.
