A Study on the Evaluation of the First Basic Plan for Improving Rural Quality of Life and Establishment of the Second Basic Plan

The main purposes of this study are 1) to evaluate the First Basic Plan for Improving Rural Quality of Life, and 2) to suggest the improvement measures for establishing the Second Basic Plan for Improving Rural Quality of Life.
Research methods include collection and analysis of existing data, interview, and so on. Existing related data were collected by searching the data of related research institutes and governmental organizations. Descriptive statistics such as frequencies, percentage, mean were used to organize and summarize the data.
From 2005 to 2008, 135 policy tasks have been propelled. The major aims of the first plan were attained enough from the side of investment and evaluation indicators. The first plan, however, has many limitations.
Vision for the second basic plan is to build a sustainable rural society which everyone can enjoy basic public services, social welfare programs, and healthy life. The propulsion strategy for the second basic plan are 1) reinforcement of policy goal management from receiver viewpoint, 2) reinforcement of active welfare and client-seeking services, 3) introduction of rural proofing and rural land use system, and 4) improvement of the propulsion system.
Key tasks of the second basic plan are 1) establishment and operation of rural service standards, 2) introduction of rural proofing system, and 3) introduction of rural land use system.
Seven task sections for the second basic plan are 1) improvement of health and welfare, 2) improvement of educational circumstance, 3) expansion of life base, 4) diversification of economic activities, 5) improvement of environment and view, 6) improvement of culture and leisure circumstance, and 7) reinforcement of community ability.
