Establishment of a Local Innovation System for the Development of Basic Settlement Areas

The aim of this study is to examine a number of approaches to establishing a local innovation system for the development of basic settlement areas. At first, theoretical conceptions of national, regional, and local innovation systems and their policy underpinnings are studied. Then, a practical approach to enhance local adaptability and flexibility is suggested for the establishment of a local innovation system.
Firstly, national, regional and local innovation systems are reviewed in terms of their theoretical and policy underpinnings and linkages. Secondly, current regional development programs and projects are analyzed to isolate potential problems. Finally, by applying the conception of local innovation system, a number of ways to restructure regional development programs and projects and to establish regional governance are suggested. For this, a literature review was carried out along with a focus group interview of government administrators and a survey of specialists and government administrators.
The regional development programs and projects of the budgetary special account for 2009 need to be restructured to establish a local innovation system. More concretely, a number of program account changes and amendments are suggested for the fiscal year. For the establishment of a local innovation system and its effective operation, a number of ways to enhance local capacity and competence are suggested as follows: education and training of local mobilizers and talents; organization and operation of a self-governing body for learning, participation and coordination; clear delineation and assignment of roles among central and local governments; budgetary support to local R development of a specialist pool to support local efforts to develop a local innovation system by basic settlement areas; promoting the participation of local colleges and research institutes in policy-making process; nurturing local non-profit organizations and social enterprises; and development of education and training programs.
