The purpose of this paper is to suggest plans for systematically and effectively performing a project to foster export-specialized organizations and management units. The project focuses on organizing and sizing up the management and marketing channels in the marketing of export-aimed agricultural products from their production to the export.
In order to achieve the study's goal, the range of researched items has been narrowed down centering around fresh agricultural products and after considering the 30 main items in the list of the mid- and long-term export strategy. The items to be covered in the Manual are kimchi, pear, citrus fruits, bell pepper, lily, citron tea, and king oyster mushroom.
According to the research findings of this study, it is desirable that the exports are led by farming unions, export corporations, and processing enterprises rather than trade firms specializing in export.
The systematization of marketing by enterprises is still unsatisfactory. But, when an export-specialized logistics system like the Israeli Agrexco is built up in the future, a cooperative system can be maintained among farmers, committees on each item, and export-specialized organizations.
This project is scheduled to support 30 items and 48 enterprises during a five-year period from 2008 to 2012: 6 items in 2008, 4 items in 2009, and 18 items from 2010 to 2012.
As for the target items and organizations of a guide project selected in 2008, it is desirable to select and support intensively items and enterprises with higher expectation effects for promoting the project.
As for project support considerations, it is desirable to give indirect support that would help raise the mind of participating members to actively take part in the exporting endeavor and promote self-reliance ahead of others rather than directly supporting project items such as production foundation, structural improvement, etc.
The process of promoting the export-specialized organization is as follows: From the establishment of a project plan to the training of farm households is the preparation stage of the export business. The business's concrete execution stages are ① selection of farms and contract signing ② management of farming and harvest ③ quantify collection and securing ④ selection, packing, and storing ⑤ sampling process and settlement of accounts ⑥ marketing ⑦ annual settlement of accounts and evaluation.
