The purpose of this study was to develop the innovative strategies to cope with changes and new needs of rural administration. For the purpose, specifically the changing trends of rural administration environment, the inner condition of rural local government, and the administrative demand change of the government officers and rural residents were analyzed. The Review ② reinforcement the current administrative functions including local government policy plan, public relations of local government policies, welfare services for the aged, field health and medical service and public and lifelong education supporting service, culture and tourism service, environment management service; ③ the merger and abolition of current local administrative function and organization including between local rural development centers, between social welfare department and health-medical department; ④ function adjustment between local government organization and central government organization in such functions as culture and tourism, environment management, construction and transportation, and disaster and safety management.
