A Strategy for Monitoring of the Comprehensive Rural Village Development Projects
This study provides some monitoring measures for comprehensive rural village development projects. It reviewed not only the objectives and contents but also the methods of the monitoring in detail. A preliminary monitoring was implemented with a case village which the programs were set out in 2004. The preliminary monitoring was carried out at the planning stage of the development project because setting up a development plan would be important in order to succeed in comprehensive rural village development projects.
This report shows that the monitoring can drive main effects of the comprehensive rural village development projects such as the bottom-up approach of development, inducing participation of residents and enhancing regional autonomy. However, there still remain several problems to be solved. The results of preliminary monitoring for the case village were summed up as follows. The activities of an advisory committee contribute to improving the quality of development plans. Although case villages were selected through public announcements, residents didn't have crystal understanding about comprehensive rural village development projects in most villages except several well known ones. Thus contents of the projects were tended to be distributed by interested groups in the villages rather than reflecting the whole vision for the villages. In other words, the planning process was not operated for residents as a learning opportunity for mediating the interests and setting out the vision. The purposes of the planned projects were biased towards increasing in income.
