ABSTRACT
During the ongoing agricultural negotiations in the WTO, there have been
numerous proposals for an agricultural safeguard mechanism to be provided to
developing countries as a special and differential treatment measures. This
study provides some detailed consideration of the design of such an instrument,
focusing on a mechanism to protect small farmers from the damaging effects of
temporary fluctuations in the price and quantity of imported staple food that is
sensitive from a food security perspective.
