Responding to changing consumer preferences and increasing demand for leisure activities and tourism, the Gang-Won province conceived a project of a rural-mountainous area tourist resort town. Its proposed goal is, by offering city residents a sound program of, and a space for, leisure activities, to promote the positive image of the province and to offer income-doubling opportunities for rural and mountain village residents.
The province set aside 2.5 billion wons for the project (for the period of 2004-2006), and selected three villages, Uh-Heul ri and Bo-Gwang 1 and 2 ri, of the Seong-San myon through a competitive selection process. This project area has a number of advantages, namely easy access, rich cultural assets of nearby Gang-Neung, and natural resources of mountainous DaeGwanRyong and coastal areas. However, this area suffers from a lack of sleeping accommodations and other convenient facilities, and of any activity programs that fully utilize local attractions and assets.
In this planning and consulting report, five strategies are devised as propellants: they are (1) propping up local residents as a principal actor responsible for the program and development through a continuous education and training, (2) getting ready a number of facilities for leisure and sports activities, (3) erecting a number of facilities that will allow visitors to go through and experience ways of life and culture in rural and mountain villages, (4) preserving and cultivating natural landscape, and finally (5) developing a number of activity programs suitable for, and taking a full advantage of, the aforementioned physical facilities. In addition, to fully realize the potential of the area, ten major facilities, such as visitors' center, organic produce greenhouse, auto camping ground, mountain bike path, climbing and hiking trail and para-gliding take-off zone, are proposed. Also, a number of activity programs for visitors, education and training programs for local residents, and place marketing programs are suggested.
The project is expected to, upon its completion, bring in about 1,230 daily visitors, extra income of about 1.05 billion wons, and 60 extra employment opportunities on average. For the successful completion of the project, the city of Gang-Neung put up extra 2.5 billion won to match the fund handed out by the Gang-Won province.
