14th KREI President Kim Chang-gil Inaugurated

The National Research Council for Economics, Humanities and Social Sciences under the Prime Minister's Office appointed Dr. Kim Chang-gil of the Korea Rural Economic Institute (KREI) as the 14th KREI President on June 3. His term in office is three years (June 3, 2016 - June 2, 2019), and he was inaugurated at 10 a.m. on the 7th at KREI's main conference room. President Kim said in his inaugural ceremony, "As an agricultural policy think tank, KREI has led policies and the development of agriculture, rural areas, and the food industry thanks to all staff's dedication" and "During my three-year term, I will do my best to make KREI's new leap forward and improve its status through active management innovation as well as maintain and develop KREI's accomplishments." He emphasized that KREI should accurately analyze major agricultural policy issues and actively present effective alternatives, saying, "The agriculture sector now needs creation and destruction for innovation." President Kim presented the following tasks to carry out during his term: first, establishing a system for reliable national policy projects and field-centered research; second, enhancing the practicality of research results through client-oriented studies; third, domestic and international networking and actively diffusing outcomes as Northeast Asia's agricultural policy research hub; and fourth, concentrating capabilities and seeking new growth engines by improving the research environment and organizational culture. As a KREI research director, he served as Natural Resources & Environmental Research Department Director and as Planning & Coordination Office Director. He also worked as the Ministry of Strategy and Finance's Medium-term Finance Council's agriculture, forestry and maritime department director and as a climate change and food security expert of the Intergovernmental Panel on Climate Change (IPCC). He is also a member of the National Greenhouse Gas Statistics Management Committee, a member of the Korea Meteorological Administration's Climate Advisory Council, a director of the Korean Association of Agricultural and Food Policy, and the executive director of the Korean Association of Organic Agriculture. Particularly, President Kim was appointed again as chair of the OECD Joint Working Party on Agriculture and the Environment (JWPAE) in April. He served as vice-chair of the JWPAE from 2007 to 2013, and has been its chair since 2014. During his participation in the OECD, he led the development of agri-environmental indicators reflecting the multifunctionality of agriculture, and has made efforts to develop smart agriculture policies in response to climate change. |
