[Vietnam] Vietnam Rural Development Pilot Project Consulting-2nd Report

We have conducted consulting service for Vietnamese rural development project since late 2006, and this report is a result of its second year activities. Two rural villages in Bac Giang and Phu Tho provinces had been selected as the project sites. In the second year, the MOU was signed again for sustained cooperative implementation of the project between KREI and NIAPP. Visit to the site has been made for three times, mainly for the purpose of monitoring of implementation of diverse project items: new variety cultivation, micro-credit, technology training, introduction of hybrid cow, road pavement, renovation of community cultural houses, improvement of kitchen, toilet, or bathroom, and so forth. To evaluate properly the project accomplishment and to let more people understand and come to know about the project's philosophy and methodology is also an important task of the project, and the workshop, held on the 2nd, December of 2008 in Hanoi, had been exactly for that. Officials from both central and local governments of Vietnam and NOG representatives participated in the workshop to share their opinions, as well as to watch six presentations. Some Vietnamese media covered the event. An evaluation survey was implemented by asking questions about rationality of the project action plan, appropriateness of selected project items, efficiency or effectiveness of project implementation, etc. toward 121 village residents including members of Saemaul Undong project management board. It turned out that project recipients were very much satisfied with the project, for instance, reporting substantially improved productivity and quality of agricultural products after the introduction of new varieties of seeds which were supported by the project. For some items, however, such as road construction, local people requested increased support because of too heavy contribution requirements. This project proved of great help for Vietnamese central government officials in that they applied it to their new rural village development model project since 2007. Local governments of Phu Tho and Bac Giang provinces, through concentrating a part of their investment budget upon two project villages, are also very cooperative and, hopefuly, will exercise central roles in further village development projects. By putting the words, Saemaul or Saemaul Undong, on names of the project items, village people fully appreciate for kind supports from Korean government.
